Part 1. When you think of a pre-attack threat assessment, what comes to mind: protecting our military, protecting the public, or protecting both? Where and how should this protection begin, what measures should be taken, and by whom?

Part 2. Risk management and threat assessments have been used for many years, but in the post 9/11 world these topics have become center stage for all emergency services. For your essay paper, discuss how the attacks of 9/11 brought the various emergency service agencies together, and as a result what programs were implemented. Address how the Federal Emergency Management Agency (FEMA) adopted an “all-hands” approach to evaluating, planning, assisting, and recovering from terrorist attacks. Include a section that talks about other types of emergencies and the importance of identifying threat vulnerabilities.

Your response to the research question must be a minimum of 475 words in length. a minimum of two references. All sources used, including the textbook, must be referenced. Paraphrased and/or quoted materials must have accompanying citations in APA style.
