For this discussion, I located and utilized the evaluation proposal research completed by researcher Donald L. Ariail titled “Georgia’s Senior Citizen Tuition Waiver Program: Literature Review, Pilot Study, Evaluation Proposal and Recommendations for Future Research. The Georgia Senior Citizen Tuition Waiver Program (SCTWP) first became law in the state of Georgia in 1976. This program was created to allow senior citizens ages 62 yrs and older a tuition-free continuing education at any level and discipline, at the State University System of Georgia. With the ultimate aim of improving the current program, the purpose of the proposed evaluation of the SCTWP was to determine the ongoing implementation of the program including the status and promotion of the program, the assistance and accessibility being provided to seniors aimed at facilitating entry into the program, the percentage of enrollment vs completion of the program and finally the level of satisfaction of program participants.

Critique the design of the program evaluation.

I believe that the design of the evaluation easy to follow, with laid out titles, subtitles, and outlines, which remain relative to the main objectives outlined in the introduction of the paper. The paper provided an Introduction, Background, Literature Review, Methodology, Evaluation Proposal, Recommendations, and Conclusion to the evaluation to maintain the interest and focus of the reader.

Examine the research hypothesis.

In this paper, the author suggests that considering the aging of the population in the United States and the economic stresses that can result in delayed retirements, states that are offering tuition assistance to senior citizens may need to evaluate the effectiveness of their current programs. This is due to the low enrollment and completion rate of the target population. This may be due to the process by which the SCTWP is promoted and made readily and easily available to the target population.

Analyze the evaluability of the program or policy under consideration by the researcher.

The research evaluation had a high degree of evaluability due to the large amounts of quantitative and qualitative data that was available to the researchers. This was achieved by acquiring data through individual interviews, surveys, and/or focus group sessions with current and former program participants and admissions officers; by reviewing the SCTWP content of all USG Web sites and catalogs; and, by determining the awareness by Georgia’s senior citizens of the availability of the SCTWP.

In this evaluation, I do not foresee any ethical issues. However, based on the conclusions reached in the evaluation, that a large majority of the target population was not informed and had no knowledge of the benefits of the SCTWP, it would then become unethical if the standard current practices remained unchanged post the program evaluation.
