Our textbook provides us with a relatively short list of risk and protective factors for children with disabilities.  Allie Donnelly gave us a few research based strategies for improving outcomes for students with disabilities.  Imagine you were the undisputed all-powerful ruler of the United States with all the power of all 3 branches of government.  How would you alter, create or otherwise improve policy to lower risk and increase protection/promote stronger life outcomes for disabled children in urban America?  There is no idea out of bounds but we ask that while you are free from the current constraints of American politics and policy making that you please stay somewhat closely bound to the current limits/possibilities of known science.  In other words, no unforeseeable technological or medical breakthroughs.   YOUR DRIVING QUESTION IS  How could you reform our policies for disabled youth to increase protection and decrease risk?
