In a Federal System of Government, the power to decide an issue is divided between the Central Government (Federal level) and Smaller Units (States, Counties, Cities, etc.). The debates as to which level (Federal or State) should have the power to decide the fate of some of our most contentious issues (Marriage, Eduction, Prostitution, Abortion, etc.) is very real and is the central difference between Conservatism (valuing more State power and jurisdiction to decide issues) and Liberalism (valuing more Federal/Central power and jurisdiction to decide issues).
