Sheila and Adele cared for 10 infants each day in their room – a number allowed by licensing but overwhelming to the teachers.  It was more than they could do to keep the babies fed and diapered.  They believed the best they could do was keep everyone quiet, so each baby that wasn’t asleep in a crib or being held was in a swing or rocking infant seat.  Every baby looked glazed and unfocused.

How could information on motor development help Sheila and Adele to meet the babies’ needs and provide a better environment?
